Concrete in particular has a lot of friction of switching depending on building code and allowance of material replacement. These companies can stockpile aggregates but cementitious requires more precision ordering and delivery execution not to disrupt production for their customers. Job sites can be more flexible but many have large groups of employees waiting on loads of material so they can move on to their next task, making transparency and tracking a bigger concern for them.
